a question about capitalize letter

Today,I have a question about whether the letter should be capitalized or not.For instance,in a title,which initial of the words should be capitalized?I am very confused about that because I saw some letter is capitalized.But some isn't.

    English letter format            1、 Letterhead: refers to the address and date of the sender, written in the upper right corner of the letter.            2、 Address: refers to the address and address of the addressee.     Rule 2. Capitalize proper nouns—and adjectives derived from proper nouns.
